DURATION

A two-day event.

PURPOSE

1.  To study the current methods of terrorist organizations for acquiring new members,

2.  To review the recruitment methods and motivation factors,

3.  To the national effectiveness for preventing recruitment efforts of terrorist organizations,

3.  To analyze International efforts and requirement for international cooperation.

4.  To assess preventive strategies and techniques.

CONTENT

1.    The recruitment of individuals by terrorist organizations,

2.    The preventive measures to be taken in order to stop abusing societies’ economic, social, cultural, ethnic and psychological problems and to stop benefiting them as motivational means.

3.    The exploitation of criminal liability by terrorist organizations, the view of national and international law situation, the responsibility of government, security organizations, family and educational instutions.

4.    The motivational means and methods in recruiting individuals by terrorist organizations.

5.    The factors in recruiting; such as age, sex, education etc.

6.    The importance of family and social support, rehabilitation activities, re-gain and repentance law.

7.    The financial resources of terrorist organizations in recruiting; foreign support and training camps, international cooperation and sanctions in preventing actions.

8.    The role of extreme beliefs and ideological factors in recruiting,

9.   The role of international organizations,

10. The role of technology? The role of internet on terrorist recruitment?

STUDENT CRITERIA

1.      Workshop is open to NATO, Peace for Partnership (PfP), Mediterranean Dialogue (MD), Global Partner (GP) and İstanbul Cooperation Initiative (ICI) countries.

2.    Participants should be; from defence, security, counter terrorism, public affairs or any other related area of work and at the OF-3 to OF-5 level military officers and/or civilian equivalents (police officers, academics, experts)

3.       The English level of the participants should meet the criteria stated in STANAG 6001-3232.

4.       Only institutional applications will be accepted (Individual applications will not be accepted).

5.       Upon receiving application (with your CV), Workshop Director will inform applicant of whether his/her application is accepted or not.

6.       The deadline for the applications is 25 August 2012.

REMARKS

1.     ARW will be conducted upon the approval of NATO Science for Peace and Security- SPS Programme.

2.    Lecturers and participants should remain for the entire duration of the ARW.

3.     Lecturers’ expenses (flights, transportation, visa, accommodation, meal) will be covered by NATO grant. Extra expenses will be the responsibility of lecturers.

4.     Some of the participants’ expenses may be subsidized from NATO grant, if they are unable to find support from other sources (For Eligible PfP, GP and MD countries).

5.  Dress code: Daily working uniform for military personnel, jacket and tie for the civilians. (Ladies accordingly).

LEGAL PROCEDURES

   The participants from those of not parties to NATO/SOFA and/or PfP/SOFA or which do not have any bilateral Military Training and Cooperation Agreement with the Republic of Turkey shall be treated  in accordance with Turkish Domestic Legislation during their stay in ANKARA

MEDICAL SERVICE

1. COE-DAT and NATO do not take out any health or accident insurance to the lecturers and participants.

2. There are no medical facilities either at COE-DAT or Officers Clubs, except emergencies In this regard; all illness or accidents will be referred to civilian medical facilities.

3. Therefore all lecturers and participants are advised to have health/accident insurance.
