COLONEL H. WARREN ROHLFS
DEPUTY DIRECTOR, COE-DAT

Colonel H. Warren Rohlfs is the Deputy Director, NATO Centre of Excellence Defence Against Terrorism (COE-DAT), Ankara, Türkiye. In this role, he assists the Centre’s Director in leading the 62-member staff of a unique, 9-nation International Military Organization created to inform and drive NATO counter-terrorism transformation. The COE-DAT hosts and directs over 60 annual events in counter-terrorism doctrine and strategy development, education, and partner capacity building. Col Rohlfs is also the United States’ Senior National Representative at the Centre, advising on US stakeholder counter-terrorism policy and priorities.

Colonel Rohlfs graduated from Stevens Institute of Technology and earned his commission through Air Force ROTC in 1998 with bachelors and masters degrees in Electrical Engineering. As an HH-60G pilot, he spent his operational career conducting combat rescue in theaters including Operations ENDURING FREEDOM, IRAQI FREEDOM, the Korean peninsula, and tsunami relief for Operation UNIFIED ASSISTANCE in Sri Lanka. Colonel Rohlfs also served as Military Assistant to the Director of Development, Deputy Chief of Staff for Stability, Headquarters International Security Assistance Force, Kabul, Afghanistan. As a field grade officer, Colonel Rohlfs was the helicopter requirements officer on the headquarters staff of Air Combat Command, and later an operational test pilot, test director, and operations officer for the US Air Force Warfare Center and Air Force Operational Test and Evaluation Center. Recently he served as HH-60W developmental test pilot and the Chief of Flight Operations, Standardization and Evaluation, Directorate of Air, Space and Cyberspace Operations, Headquarters Air Force Materiel Command. Colonel Rohlfs is a command pilot with over 2,100 flying hours in the HH-60G, HH-60W, TH-67, T-37, and UH-1N.
